The license per the number of concurrent users limits how many concurrent sessions can be opened with the same user or group of users. It does not limit the number of machines that can potentially be accessed, which are unlimited.
The license by the total number of devices does not limit the number of simultaneous connections or users that can be used at any given time, but it does limit the total number of devices that can be managed with that user or group of users.
