That’s a well known bug with the libssh for windows, use ftp instead.
Not so fast, this bug was supposed to be fixed for final. Currents bugs are for agent stopping in some architectures and zero lenght filesizes, but scp copy first time ALWAYS works.
Check permissions on server side and filename/directory checks.
