Whenever I try to reply to a thread I initiated in these forums, I get a message to the effect of “A post has been made from your IP in the last 90 seconds. Please wait and submit again.”. I get this message even if it’s been days since my last post. I even tried to post from a machine on another network with a different IP, but still got the same message. However I am able to create new threads ok (like this one).

Thanks for reporting, I’m going to see how to fix that problem.

It looks like the issue only appears when I submit two commits in a row.

Mmm, right. Then is correct, is a antispam protection to avoid spammers to post several messages at once, usually doing something using a script or something similar.

So is the intention to prevent someone from making a consecutive followup post, regardless of the time interval? If so, then the message is misleading.

Also I would say then that the spam protection is a little heavy-handed. If someone starts a thread and then comes up with the solution on their own before someone else posts, there is no way for them to post that solution in the same thread. Someone else could then be wasting their time researching the problem.
