Sorry for the delay.

I try to reinstall pandora_console package, without create a new database, and backup pandora_console/include/config.php file.

that part of the set up is confusing for me because is asks to overwrite the database right? and if i choose to create a new database how do i restored the information from the original ?

I did what You suggested, i re-installed the console and tested the issue i was having before but i had no luck. I truly believe that display that im missing is handle by a java script and it i dont know java at all but my best guess is that there has to be certain compatibility issue between the console and the newest Ubuntu release.
I redo my whole server but this time i installed OpenSuse, i went through the manual installation not the distro and pre-install pandorafms CD, and the problem i experienced on ubuntu was gone. The SNMP walks work perfectly and im still testing modules and stuff but the issue i had is gone.
