Too many threads queued

Hello,
I am having a strange problem
Recently came across this problem after changing community strings on all sites for snmp.  As a result, i deleted all agents from pandorafms and readded them all manually.  I did not add modules manually.  They were auto scanned with a recon task.  When i go to servers, i see below:

Too many modules queued
You have too many items in the processing queue. This can happen if your server is overloaded and/or improperly configured. This could be something temporary, or a bottleneck. A possible solution is to increase the number of server threads, but you should consider getting support (or contact our support for Enterprise Edition users).


This number seems to fluctuate from 1400 to 1500 up and down.  I configured the .conf file and increased server,snmp,and various other threads.  I also increased my memory but this did not fix the problem.  Can anyone provide some insight on this?
